The SVR officer asks his agent to sign a paper for their meeting. Then they exchange a USB drive containing proprietary information of a Dutch technology company with an envelope with money.
The SVR officer was operating under diplomatic cover from the Russian Embassy of the Hague. He was expelled from the Netherlands as Persona Non Grata.
